No two communities are identical, and the Kings Regional Service Commission (Kings RSC) recognizes that homelessness in our region requires a distinct approach from that of nearby urban centres. We are committed to understanding and addressing the specific challenges faced by unhoused and precariously housed individuals across our communities. This understanding is built directly through proactive outreach, consistent connection, and trust-based relationships with those experiencing barriers to stable housing.
In partnership with the Department of Social Development, Kings RSC has transitioned this initiative from an initial pilot project into an active, data-driven regional program. The program provides immediate navigation support using available community resources, collects first-hand regional data to identify service gaps, and advocates for systemic changes to remove barriers to safe, secure housing.
We are seeking a structured, compassionate Outreach Worker to join our team for a defined term to cover an employee leave.
Position Summary
Reporting to the Director responsible for Community Development, you will meet directly with individuals experiencing homelessness and precarious housing. Your focus will be to assess immediate needs, provide navigation support, and facilitate direct access to existing social services without creating dependency. The ultimate objective is to assist individuals in achieving stable housing and exiting homelessness through a structured process of assessing and addressing both immediate and long-term needs.
While maintaining strict client confidentiality, you will gather real-time regional housing data. This data is critical for monitoring casework outcomes, generating aggregated statistics to measure program efficacy, and informing our regional strategy. You will collaborate regularly with the community development team and regional partners to share insights and align operational efforts.
Advocacy and regional diplomacy are central to this role. You will regularly engage with stakeholders, community groups, and non-profit organizations to coordinate support for vulnerable individuals, ensuring efficient and sustained service delivery within a lean resource environment.
While you will have access to administrative resources at the Kings RSC office (27 Winter Street, Sussex), the majority of your duties will be performed directly in the field. This position requires independent field execution and strong team collaboration. You will deliver services across the entire boundaries of the Kings Regional Service Commission, including Butternut Valley, the Kings Rural District, Sussex, and Valley Waters.
Qualifications
- Education: Minimum one-year post-secondary education in a relevant field (e.g., community care, mental health peer support, social sciences, social development) or an equivalent, demonstrated combination of education and experience.
- Experience: Direct experience working with marginalized populations, including individuals experiencing homelessness or substance use disorders.
- Client Engagement: Proven ability to build rapport and establish trust with individuals who may face significant barriers to engagement or be hesitant to connect with support services.
- Harm Reduction: Demonstrated experience with, and a strong commitment to, harm reduction principles.
- Certifications: Current certification in Crisis Intervention, ASIST, First Aid/CPR, and Naloxone training, or a willingness to obtain them promptly. Experience with Org-Code’s Impactful Street Outreach framework is considered a strong asset.
- Data & Literacy: Proficiency in Microsoft Office applications; practical skills in data collection, statistics, and familiarity with Point-in-Time (PiT) counts.
- Core Competencies: Strong written and verbal communication skills; a grounded, non-judgmental approach; and the ability to maintain a high degree of confidentiality and sensitivity.
Working Conditions
- Hours: 35-hour work week. Flexibility is required, as regular client visits and field engagement outside of traditional office hours (including evenings and weekends) are expected.
- Environment: Hybrid operational model split between field work, remote administration, and the Kings RSC office in Sussex.
- Compensation: Hourly wage between $23.00 and $26.00, commensurate with qualifications and experience.
Requirements
- Transportation: Valid Class 5 driver’s license, a clean driver’s abstract, and access to a reliable personal vehicle. Mileage reimbursement is provided in accordance with the Kings RSC travel policy.
- Background Screening: A current Criminal Record Check and Vulnerable Sector Check are mandatory due to direct interaction with vulnerable populations.
